In otx2_init_tc(), if rhashtable_init() failed, it does not free

tc->tc_entries_bitmap which is allocated in otx2_tc_alloc_ent_bitmap().
A flaw was found in the rvu_nicpf module in the Linux kernel. A memory leak can occur due to an improper error handling, potentially impacting system performance and possibly resulting in a denial of service.
Statement: The rvu_nicpf module in the Linux kernel as shipped in Red Hat Enterprise Linux 8 and 9 is not affected by this vulnerability, in RHEL-8 the module is not built and in RHEL-9 the fix was already applied.
