net: hinic: fix the issue of CMDQ memory leaks
When hinic_set_cmdq_depth() fails in hinic_init_cmdqs(), the cmdq memory is
not released correctly. Fix it.
Statement: A memory leak in the Huawei hinic NIC driver occurred on the error path of hinic_init_cmdqs(): if hinic_set_cmdq_depth() failed, the SYNC CMDQ wasn’t freed.
